Founded in 2014 by Jennifer, Jeremiah, and Justin Horne, Ethan Jackson Investments is dedicated to building housing for people and communities that are often overlooked.
We develop, construct, and manage properties in underserved markets—delivering strong returns and making a meaningful impact with a lean team and a hands-on approach.

Jeremiah Horne
Co-Founder & Chief Executive Officer
Jeremiah Horne is the CEO of Ethan Jackson Investments and a graduate of the University of Georgia. He has been active in real estate acquisition, development, construction, and management since 2000. Over the course of his career, he has overseen the budgeting, construction, and successful delivery of more than 800 residential units across Georgia.
Jeremiah co-founded Ethan Jackson Investments with his wife and older brother, combining their experience to build a company focused on quality, integrity, and long-term value. As CEO, he leads the company’s strategic vision and overall operations.
Deeply rooted in Cairo, Georgia, Jeremiah takes pride in giving back to the community he grew up in. He lives there with his wife Jennifer and their three children.
Jennifer Horne
Co-Founder & Director of Property Management
Jennifer Horne brings a unique blend of operational insight, leadership, and heart to Ethan Jackson Investments. She holds a Master’s degree in Psychology, equipping her with a strong foundation in human behavior, data analysis, and critical thinking.
For over 15 years, Jennifer and her husband Jeremiah have successfully operated a quick-service restaurant in Cairo, Georgia, leading a team of 50 and building a strong reputation for reliability and follow-through. At Ethan Jackson Investments, she oversees the property management division, guiding a team that manages more than 800 residential units across Georgia and Alabama.
Known for her practical mindset and steady leadership, Jennifer plays a key role in keeping operations running smoothly. She lives in Cairo with her husband Jeremiah and their three children.
Justin Horne
Co-Founder & Head of Construction
Justin Horne, a William Jewell College graduate, spent over 16 years as a top-producing Sales Representative for a Fortune 15 company, consistently ranking among the nation’s best.
Nearly 25 years ago, he and his brother Jeremiah purchased their first property, laying the foundation for the business they now proudly run together.
Today, Justin oversees all phases of the company’s operations—from rezoning and pre-development to construction and property management. He brings the same discipline and attention to detail that defined his sales career.
Based in Orlando with his wife and two children, Justin’s favorite hobby is flying airplanes—a passion that mirrors his love for speed, precision, and freedom.
Trey Edwards
Pre-Development Coordinator
Trey Edwards is a proud member of the Ethan Jackson Investments team, serving as Pre-Development Coordinator. He manages due diligence, entitlements, initial budgeting, and scheduling across multiple projects.

With a decade of construction experience focused on civil and multifamily construction, Trey has contributed to the development of over 3,000 units nationwide. His work spans several states, including Florida, California, Texas, Georgia, Alabama, Tennessee, West Virginia, North Carolina, and Louisiana.

Before entering construction, Trey began his professional career as a firefighter paramedic. He lives in Auburn, Alabama, with his wife and daughters.
Mike Rutherford
Chief Financial Officer
Mike holds an MBA with an emphasis in real estate finance and a Bachelor of Science in Finance, both from Florida State University. With over 15 years of financial and operational leadership, he has a strong track record of improving profitability through cost-saving initiatives and streamlining processes.

As CFO, Mike oversees the company’s financial operations, including risk management, budgeting, forecasting, and reporting. He also develops and implements strategies to support sustainable growth and operational excellence.

Mike lives in Tallahassee, Florida, with his wife and three children. A passionate Florida State Seminoles baseball fan, he enjoys supporting the team throughout the season.

Platform Dothan
We are hard at work bringing 208 units of our standard 'Platform' product to Dothan, AL. The 'Platform' model, which includes all utilities with rent, has brought tremendous value to working people in every city where we have built it. We have achieved 95% or better occupancy rates in Dublin, Cairo, Americus, and Bainbridge!
Windsor Waycross Ground Breaking
Currently under construction, Windsor Waycross is an elegant, Victorian-inspired apartment complex located in Waycross, GA. Designed for infill lots and featuring twelve one-bedroom units, this historic architecture blends beautifully with its surroundings and is an excellent opportunity for smaller investors wishing to enter the multi-family market. Our team is eager to see the project come to fruition!
Platform Flint River
Platform Flint River is our ninth completed project: a 192-unit multi-family apartment complex in Bainbridge, GA, developed, built, and managed by Ethan Jackson Investments.
